Campus Safety
Philadelphia Biblical
University, with the assistance of the Office of Safety
and Security, has established policies and regulations
concerning the campus community. These policies and
regulations are enacted to minimize and prevent losses
due to criminal activity, damage to the University and
personal property, and serious injury to members of
the campus community.
Alcohol and Drug Policy
The possession, use, distribution or sale of narcotics
and alcohol (other than those medically prescribed by
doctors) by students, staff or visitors on University
property or while on University business is prohibited.
Additionally, off-campus possession, use, distribution
or sale of alcohol, narcotics or drugs by students or
staff is inconsistent with the University's policies
and goals, and therefore, prohibited.

Accidents
Under Pennsylvania
Law in the event you are involved in a motor vehicle
accident you are required to:
- Stop your car at or near the crash scene. If you
can, move your car off the road so that you do not
block traffic. Many crashes are caused when traffic
stops or slows for the initial crash.
- Call the Office of Safety and Security at 215.702.4350
and notify the officer of the accident and your location.
- The police must be called if anyone is hurt or dies.
If the drivers of the cars are hurt and cannot call
the police, the witnesses at or near the crash site
must call for help.
- The police must be called if any vehicle needs to
be towed.
- Get the information listed below from the other
driver(s) involved:
- Names and addresses
- Telephone numbers
- Drivers license numbers
- Registration numbers
- Insurance company names and policy numbers
- Get the names and addresses of:
- Other individuals involved in the crash
- Witnesses of the accident
- If the accident involves a parked car, stop immediately
and try to find the owner. If you cannot find the
owner, leave a note in a place where it can be seen
and call the police. The note should include the above
identification information.
Pennsylvania Driver's Accident Reports (AA-600) can
be obtained from the Office of Safety and Security.

Outdoor Activities
Philadelphia Biblical
University allows the student community to use the campus
grounds for various types of outdoor activities. There
are, however, certain restrictions placed on some activities
and some activities that are prohibited.
Bike Riding and Rollerblading
These activities are allowed on campus and around the
campus property under the following guidelines:
Bike riding and rollerblading is permitted on campus
property, so long as the student exercises good judgement,
obeys traffic signs, and carefully observes traffic
patterns. These activities are not allowed in any building.
Jumps and Stunts
Whether on a bike, rollerblading or skateboarding,
the use of campus structures or landscaping as ramps
or jumps is strictly prohibited. This damages campus
property and detracts from the campus appearance. Anyone
caught violating this restriction could be held liable
for damage to campus property.

Sexual Assault and Rape
Philadelphia Biblical
University is firmly committed to a policy that prohibits
rape, sexual assault or any type of aggressive sexual
behavior. The University encourages all members to work
together to prevent its occurrence. PBU's policy is
not only consistent with state and federal laws prohibiting
such actions, but it is also based upon the conviction
that the Bible condemns these types of sexual behavior.
The University handles complaints of sexual assault
with due regard to the party's concern of confidentiality.
If occurrences of sexual assault pose a general threat
to the university community, PBU will take affirmative
steps to notify students, faculty and staff of the potential
danger. You may find PBU complete policy regarding sexual

Preventing Sexual Assault and Rape
The potential victim should:
- Walk in lighted and familiar areas
- Walk with a companion
- Make use of the campus security shuttle service
after dark
- Be direct and firm with someone who is pressuring
sexually
- Avoid use of alcohol or drugs because it impairs judgement. Furthermore, alcohol consumption and use of drugs violates the University's policy expressed in the Campus safety and Alcohol and Drug Abuse Policy Manual
- Follow these guidelines when on dates:
- Let a date know from the start that he/she can handle
him/herself and he/she wants to share in the decisions
about where they are going and what they will be doing.
- Always let someone know where you are going, when
to expect you to return and with whom he/she is with.
- When feeling uncomfortable, pay attention to that
feeling and begin to plan a way to leave.
The potential accused should:
- Know that he/she is expressing hostility and aggression
if he/she tried to force or coerce someone to engage
in sex.
- Accept the person's decision not to have sexual
contact (No means no).
- Not assume that because a person is flirtatious
that he/she wants to have a sexual relationship.
- Not assume that paying for a date means that the
partner owes sexual favors
- Avoid the use of alcohol and drugs as it clouds
judgement. This again is consistent with the University's
policy on abstinence with respect to alcohol and drugs.
Protocol Procedures for Sexual Assault/Rape Victims
The following steps should be following for alleged
sexual assault:
- The victim should get immediate medical attention
- He/she should not wash or change clothes or apply
medications
- He/she should be examined immediately for physical
injury or disease
- When calm, he/she should prepare written notes of
the incident
- The victim must decide whether to report an attack
to the police.
- Regardless of which course of action a victim chooses,
he/she should be informed of the following:
- The decision to prosecute does not have to be made
at that moment
- The information provided will be kept in strict
confidence
- The assault becomes an official police matter if
charges are pressed
- The victim should notify the Student Development/Health
Services Department to receive psychological support.
The long-term negative effects of such an incident
may be minimized with the help of a trained professional
counselor.
- Closure of the incident includes the victim's decision
to seek counseling and/or medical help. The University
will initiate appropriate follow-up contact within
a reasonable period of time (usually 24 hours) if
the victim does not contact these services on his/her
own. University personnel will give only pertinent
information about the incident to the director of
the Office of Safety and Security and Student Development
Department personnel.
- The victim should inform a family member and/or
a trusted friend of the incident for additional emotional
support.

Weapons & Explosives
The Office of Safety and Security enforces all federal,
state, and local statutes and University regulations
pertaining to the possession and/or use of firearms,
ammunitions, explosive devices, fireworks, or other
potentially lethal weapons. All of these items are strictly
prohibited in the residence halls and in all other alternative
housing units. Any violations of these statutes and
regulations may result in disciplinary action as well
as criminal prosecution.
What is considered a weapon or explosive?
- Any firearm or devices such as a handgun, rifle shotgun, pistol, or blowgun that can launch a projectile, via gun powder, aerosol, compressed air or other propellant, regardless of its designed purpose.
- Blades over 3 inches long or any sharp edged item
that is used with the intent to threaten or do bodily
harm.
- Blunt objects fashioned to cause injury or bodily
harm or any blunt object used with intent to threaten
or do bodily harm.
- ANY item used with the intent to threaten or do
bodily harm.
- Explosives are any devices designed to explode either timed or fused that would cause damage or bodily harm.
- All fireworks are covered under this policy including
sparklers.
